Founder/CEO of Innovative Algorithms since 2012, providing technology vision/roadmap and expert engineering guidance for development of the Phalanx Shield™ sensor system. He was instrumental in analyzing complex seismic data using MATLAB, Octave and R statistical computing and graphics software which established the framework for the sensor’s initial detection algorithms. Additionally, he provided the team hands-on electrical and mechanical engineering guidance as well as first-hand performance knowledge of Unattended Ground Sensors deployed in Afghanistan and Columbia.
Former Naval Aviator, with over 30 years of senior operational/engineering leadership experience. By name selected by SACEUR/EUCOM as Director, Innovation and Technology to implement innovative and rapid prototyping to respond to urgent operational needs. He initiated and advanced multiple US/European sensor and information technologies for urgent C-IED, Information Sharing and Cyber applications with significant improvements over current capabilities. His investigation of RF technologies resulted in increased knowledge of Near Field Communications and detection concepts. He initiated a new concept Cross Domain VoIP/VTC currently in funded development and deployment. He discovered and supported development of improved capability seismic and hyper-spectral technologies for C-IED scheduled for operational deployment. In collaboration with Silicon Valley experts, he discovered leading edge cyber innovations currently in demonstration phase.
Chosen on multiple occasions for positions reporting directly to the head of large organizations (4 Star Commands). He authored numerous articles, speeches and congressional testimonies for senior leaders. As well, he personally briefed the White House, NSC, Select Committees, foreign legislative committees, heads of R&D and technology conferences.
Jay earned a BEET from Southern Technical Institute and has Masters Degrees in Strategic Studies from the Air War College and French War College. Awarded the Defense Meritorious Service Medal for development of multiple technological innovations in ground sensors, cyber protection and cross domain platforms.
